California State Assembly & Senate "Powers That Be"


1995 was a very interesting year at the State Capitol. Many new laws affecting business owners and trucking were passed. The Assembly had three Speakers: Willie Brown (a Democrat who is currently the newly elected mayor of San Francisco); Doris Allen (a Republican who is no longer even an Assembly member since she lost her recall campaign in November); and Brian Setencich (a freshman Republican who was elected Speaker near the end of the legislative session).

And 1996 promises to be even more interesting. Curt Pringle, a Republican from Orange County is the new Speaker of the Assembly. Senator Bill Lockyer, a Democrat from Hayward, will remain the President Pro Tem, as the Democrats have maintained a majority.

Assemblyman Larry Bowler was elected to a second term in the California State Assembly in 1994. He currently chairs the Assembly Transportation Committee and also serves on the Education; Banking and Finance; Health and Public Safety Committees. Bowler coauthored the landmark "Three Strikes, You're Out" legislation and enabling legislation to bring Packard Bell to the Sacramento Army Depot. He represents the 10th Assembly District which includes Elk Grove, Laguna, Rancho Cordova, Galt and the northern part of San Joaquin County.

Bowler served 30 years in the Sacramento County Sheriff's Department, working his way up to the rank of lieutenant. He was a Radioman in the US Navy and past president of the Northern California Detention and Corrections Association as well as two-time appointee to the State Advisory Board on Drug Programs. In 1994, he was named Taxfighter of the Year" by the National Tax Limitation Committee.

Bowler lives with his wife in Elk Grove, CA and has three children.

Senator Quentin Kopp serves on the following committees: Transportation (Chair), Agriculture and Water Resources, Criminal Procedure, Budget and Fiscal Review, Budget Subcommittee #2 (Chair), Housing and Land Use, Local Government, and Revenue and Taxation. Kopp also serves as an ex officio member of the California Transportation Commission.

Senator Kopp was first elected to the San Francisco Board of Supervisors and re-elected four times. He was President of this board in 1976-1978 and 1982. Kopp was elected to the California State Senate in 1986 as the first non-incumbent Independent since 1878. He was re-elected to a third term in 1994. He currently represents the eighth Senatorial District of San Francisco and San Mateo counties.

Senator Kopp was born in Syracuse, New York, and served as a lieutenant in the United States Air Force. He was educated at Dartmouth College and Harvard Law School. Kopp is married and has three children.

Before being elected as Assembly Speaker, Pringle was the Assembly Republican Leader. Prior to that he served as the Assistant Republican Leader and as the Vice Chair of the Assembly Budget Committee. Pringle also authored the 1995-1996 state budget. Earlier in the legislative year, he served as the Chair of the Appropriations Committee and was the Assembly Republican Caucus Chair during the 1994 election cycle, in which Republicans gained a majority in the State Assembly. He currently is the Chair of the Rules Committee.

Pringle was first elected to the State Assembly for the 72nd Assembly District in 1988. In 1992, his Garden Grove home was placed in the newly reapportioned 68th Assembly District. This district includes most of the Orange County cities of Garden Grove, Anaheim, Buena Park, Stanton and Westminster.

Pringle graduated from Rancho Alamitos High School and gained a Bachelors of Science Degree from California State University, Long Beach. He also earned a Master's Degree in Public Administration in 1986. He has been married since 1984 and has two children.

Assemblyman Richard Katz was elected to the Assembly in 1980 and became Assembly Democratic Leader in 1995. In 1985, Katz was named Chair of the Assembly Transportation Committee. He authored the Transportation Blueprint/Proposition 111. Additionally, he authored the Smog Check Program (1994) that developed the toughest smog check program in the country; Stop the Rocks (1989) which required trucks carrying sand, rock and gravel to install safety equipment, including the use of tarps; Transportation of Toxics (1988) and a Anti-Gridlock measure in 1987.

Katz has investigated and exposed waste in governrnent including the Department of Motor Vehicles failed computer project and the flawed state contract with the Morrison Knudsen Corporation.

Katz is a native of Los Angeles and a former small business owner. He represents the 39th Assembly District which includes the Northeast San Fernando Valley. Katz lives in Sylmar with his wife.

Senator Bill Lockyer was elected President Pro Tempore of the California State Senate in 1994. He chairs the Senate Rules Committee which reviews the qualifications of Governor's appointments, and manages the daily operations of the Senate. A Democrat, he also wrote California's first legislation regulating transportation of toxic materials.

Lockyer was first elected to the State Assembly in 1973. In 1982 he was elected to represent the 10th Senate District which includes the communities of Hayward, Castro Valley, Newark, San Leandro, San Lorenzo, Sunol, Union City, Milpitas, Fremont, and portions of Pleasanton, San Jose, and Santa Clara.

Born in Oakland, Bill Lockyer graduated from San Leandro High School, earned a B.A. Degree in Political Science from the University of California, Berkeley, and received his secondary teaching credential from California State University, Hayward. He earned a law degree from McGeorge School of Law, University of the Pacific. A former teacher, Lockyer served on the San Leandro School Board from 1968 to 1973. He has a daughter, who is a deputy district attorney.

In August 1995, Hurtt was elected Senate Republican Leader by his colleagues. In this position, he advocates for a Republican legislative agenda and focuses on a Republican majority in the state Senate. Hurtt also serves as a member of the Senate Budget and Fiscal Review Committee and the Senate Revenue and Taxation Cornmittee.

Hurtt was first elected in a special election in 1993 and re-relected in 1994. A native Californian, he represents the 34th Senate District with includes central Orange County, Anaheim, Buena Park, Garden Grove, Midway City, Santa Ana, Stanton, Westminister and small portions of Fountain Valley and La Palma.

Senator Hurtt holds a degree in Economics from Claremont McKenna College. He has been married for 30 years and has four children and two grandchildren.
